China expands its toolbox for global unity

Overthepast10years,manypolicyresearchershavefoundthatChinahasremainedtruetoitswordonitscommitmenttobuildingacommunitywithasharedfutureformankind.

Toachievethismajorvision,Beijinghasaddedtoitshugetoolbox,puttingforwardanddevelopingarangeofdetailedblueprintsandinitiatives,suchastheBeltandRoadInitiativeandtheGlobalDevelopmentInitiative.

Inthepastdecade,theBRIalone"hasgalvanizednearly$1trillionofinvestment,establishedmorethan3,000cooperationprojects,created420,000localjobsandhelpedliftalmost40millionpeopleoutofpoverty",StateCouncilorandForeignMinisterQinGangtoldreportersearlierthismonth.

AttheheartoftheseambitiousChineseblueprintsisthenation"sunchangedbeliefthatcountriescanandshouldgetalongwellwithoneanotherandtheglobalcommunityneedsteamworkandunity,officialsandscholarssaid.

WhenspeakingattheMoscowStateInstituteofInternationalRelationsinMarch2013,PresidentXiJinpingobservedthatmankind,livinginthesameglobalvillage,hasincreasinglyemergedasacommunitywithasharedfutureinwhicheveryone"sinterestsarecloselyentwined.

Afterthat,heproposedtheBeltandRoadInitiative,alsoin2013,theGlobalDevelopmentInitiativein2021,theGlobalSecurityInitiativelastyear,andtheGlobalCivilizationInitiativeonMarch15.TheGDIalonehaswonthesupportofmorethan100countriesandinternationalorganizations,includingtheUnitedNations.

"Allthesehaveenrichedourvisionforacommunitywithasharedfutureformankindandprovidedpracticalpathwaystowardit,"XisaidinasignedarticlepublishedinRussianmediaonMonday."TheyarepartofChina"sresponsetothechangesoftheworld,ofourtimes,andofthehistorictrajectory."

Thecommunityvisionhasbeenincorporatedmanytimesinkeydocumentssuchasresolutionsandjointstatementsfocusingonglobalgovernance,includingthoseoftheUnitedNationsandtheBRICSgroupingofBrazil,Russia,India,ChinaandSouthAfrica.

Vice-ForeignMinisterXieFengsaidearlierthisyearthat"thepast10yearshaswitnessedthisvisiondisplayingincreasingpoweroftruthandenormouspotentialinpractice....Buildingacommunitywithasharedfutureformankindisnotanemptyconcept,butenrichedpractices".

ChinaisworkingwithvariouscountriestotranslatetheGDIintorealityandsteppingupeffortsonthehigh-qualitydevelopmentoftheBeltandRoad,henoted.

Inaddition,theGSIproposedbyXi"isaninnovativemeasureforrespondingtointernationalsecuritychallengesandtacklingfundamentalissuesconcerningtheworld"slastingtranquility",hesaid.

"Allcountriesareentitledtoprosper,andthesuccessofallisthebestofall,"Xieadded.

Healsocalledforgreaterjointeffortsamongcountriestofurtherfulfillcommondevelopment,security,openness,valuesandresponsibilityfortacklinggrowthdeficits,achievingpeace,deepeningwin-wincooperation,buildingbridgesamongculturesandsecuringinternationalstrategicstability.

CuiHongjian,directoroftheChinaInstituteofInternationalStudies"Europeanstudiesdepartment,saidthat"therehasbeenagrowingmaturityofChina"soverallthinkingandproposalsinadvancingthebuildingofacommunitywithasharedfutureformankind".

Beijing"sproposalshavebeenreachingdeeperandmovingclosertothefundamentalpartsofglobalgovernancethroughtheintroduction,oneafteranother,oftheGDI,theGSIandtheGCI,Cuisaid.

"Alltheseeffortsarerefocusingglobalattentionandeffortstoaddressonecommonultimatequestion—achievingsecurityanddevelopmentinthewholeworld,"headded.

FromtheGSItothespecificdocumentsproposedbyChinarecently,includingthepositionpaperonapoliticalsettlementoftheUkrainecrisis,Chinahasmaderelentless,earnesteffortstoofferChinesesolutionstoglobalsecuritygovernance,Cuisaid.

"Onlybydoingsowillitbepossibletoseemanyoftheexistinghotspotissueseasedorresolvedandtoseetheclimatefordevelopmentintheworldimprove,"hesaid.

ZhangYuyan,directoroftheInstituteofWorldEconomicsandPoliticsattheChineseAcademyofSocialSciences,saidthatbuildingacommunitywithasharedfutureformankindis"aviablepathforperfectingglobalgovernance".

"Currently,theinternationalcommunityisconfrontedwith,andshoulddealwith,worseningdeficitsinpeace,development,securityandgovernance,"hesaid.

"ItshouldbenotedthatChina"seffortsinseekingmodernizationwillalsofacegreaterchallengesandobstaclesifsuchthornyissueshauntingthewholeofmankindarenotresolved,"headded.

Buildingacommunitywithasharedfutureformankindisinlinewiththenaturallawofeconomicswhenitcomestothedivisionoflaborintheglobalcontext,hesaid.

"Asamajoreconomicplayerintheworld,Chinabenefitsfromtheinternationaldivisionoflabor,anditcontributesconsiderablytotheworldeconomyinreturn,"headded.

OfficialsandscholarssaidthatChinainthefuturewill,asalways,remaincommittedtoitsglobalvision,earnestlyparticipateintheglobalgovernanceagendaandmakegreatercontributionstoadvancingpeaceanddevelopmentintheworldaswellastheprogressofthewholeofmankind.

ZhangJun,China"spermanentrepresentativetotheUN,saiditwillbeimportantforChinatomakefurthereffortsinoverallplanningandcoordinatingtoadvancetheseriesofmajorinitiativesandproposalsputforwardbyXi.

"Weneedtobuildafull-fledged,multidimensionalframeworkthatisaimedatbuildingacommunitywithasharedfutureformankindthroughcomprehensivelyadvancingtheBRI,theGDIandtheGSI,"hesaid.
